Professor (Dr.) P. Ishwara Bhat
P Ishwara Bhat MA., LL M., Ph D (Mysore)
is currently the Vice Chancellor of the West
Bengal National University of Juridical
Sciences, Kolkata. Earlier he taught in the
University of Mysore from 1984 to November 2011
and was Dean of Faculty of Law for three terms
and Acting Vice Chancellor for four months. He
had also taught in Karnatak University Dharwad
and MK Law College Hassan from 1979 to 1984
before he joined the Department of Studies in
Law, University of Mysore. He has specialization
in Constitutional Law.
He was Fulbright Nehru Visiting Professor in
2010 and involved in co-teaching NPO Law at
Columbus Law School of Catholic University of
America, Washington DC. In 2009 he was a
Visiting Professor to Queen's University,
Kingston, Canada to handle a course on
Comparative Legal Traditions. He researched on
NPO Law and made presentations in Trisakti
University, Jakarta (2008) and Peking
University, Beijing (2005) and in ISTR regional
conference at Bangkok (2006). He had attended
Salzburg Seminar in 1997. He was recipient of
Shastri Visiting Research Fellowship in 1992 and
researched on comparative study of language
rights in India and Canada in the Universities
of York, Toronto and Ottawa. He has delivered
special lectures in various Indian universities
and national law schools.
His publications include 4 authored books and 3
edited works and 85 research articles in legal
journals of international and national repute.
Law and Social Transformation (2009 EBC),
Fundamental Rights: A Study of their
Interrelationship (2004 ELH), Third
Sector Law in India (2003 Sydney University)
and Administrative Liability of Government
and Public Servants (1983) are well received
in legal academics.
He has handled 5 research projects on variety of
subjects - Constitutional Multiculturalism,
Language Rights, Multiculturalism in
International Humanitarian Law, Law on Third
Sector Organization or Nonprofit Organizations,
Space Law - and guided 15 Ph D candidates
successfully.
His areas of interest include Constitutional
Law, Administrative Law, Law and Social Change,
Water Law, Research Methodology, World Trade
Law, Intellectual Property Rights, NPO Law. He
has drafted Legislative Bills and University
statutes.
